According to Fabrizio Romano, the Brighton footballer informed Liverpool of his desire to join Chelsea.
Caicedo and the Londoners reached an agreement on contract terms in May.
Chelsea intends to make another offer to Brighton in order to negotiate.
Previously, it was revealed that Brighton and Liverpool had agreed to sell Moises Caicedo for a record fee of 110 million pounds. Then came word that Caicedo was having second thoughts about joining the Merseyside club.
