According to Diario Sport, the French club offered Barcelona to hire Neymar again during the discussions for Ousmane Dembele. Catalans reacted with a categorical no.
PSG wants to get rid of Neymar but cannot find a suitable deal. PSG attempted to address the problem with the Catalans, knowing that the Brazilian would consent to a return to Barcelona. For a variety of factors, a transfer of Neymar to Barcelona is not viable.
First and foremost, no matter how much he reduces his pay, Barcelona cannot afford him. Second, Xavi believes Neymar is unfit for the present Barça project.
It should be remembered that Neymar has flatly refused to relocate to Saudi Arabia, having already turned down multiple offers. The striker expressed his desire to remain with PSG.
Reports surfaced in June regarding Neymar’s intention to rejoin Barcelona.

Xavi Hernandez is unequivocal in his belief that Neymar, for all of his talent, is not the player the team requires to rebuild.
After playing with Neymar for two years, Xavi was asked in a June interview if he would welcome a return for the player.
His answer revealed his feelings on the topic, and while Neymar is perhaps the most gifted player in this Barcelona side, few would argue for his return these days.
